What this amendment would do

This amendment, proposed by Mr. Grassley and Mr. Durbin, seeks to add a division titled "Safer Streets and Communities" to bill S. 4784. Its purpose is to implement several different acts aimed at improving public safety, protecting children, and combating specific criminal activities.

The amendment aims to add the following to the bill:

  • The James T. Woods Act: This focuses on child safety through three parts:

    • The SAFE Act: Directs the U.S. Sentencing Commission to update guidelines for child sexual abuse material to better reflect modern technology and the danger of the offenses.
    • The ECCHO Act: Makes it illegal to coerce a minor into committing harm, such as suicide, killing others, harming animals, or committing arson.
    • The Stop Sextortion Act: Criminalizes threats to distribute child sexual abuse material and increases prison terms by 10 years for certain offenses involving the intent to intimidate or extort.
  • The Combating Organized Retail Crime Act of 2026: Addresses professional theft groups by updating laws regarding the transportation and sale of stolen goods and establishing an Organized Retail and Supply Chain Crime Coordination Center to align federal, state, local, and tribal law enforcement efforts.

  • The Lieutenant Osvaldo Albarati Stopping Prison Contraband Act: Increases penalties for providing phones to inmates and requires the Bureau of Prisons to review policies regarding prohibited objects.

  • The Combating Illicit Xylazine Act: Adds xylazine to Schedule III of the Controlled Substances Act, establishes rules for lawful users (such as veterinarians), and requires reports to Congress on the prevalence and trafficking of the drug.
