What this amendment would do

SA 6015 is an amendment proposed by Mrs. Blackburn and Ms. Rosen to be added to bill S. 4784. The purpose of this amendment is to establish an interoperable credentialing and privileging system or systems for medical providers within the Department of Defense and the Department of Veterans Affairs.

The amendment aims to add a section to title VII that requires the following:

  • A Joint Report: The Secretary of Defense and the Secretary of Veterans Affairs must submit a report to Congress within 120 days of the Act's enactment. This report must describe the current systems, the data stored, portability, interoperability, risk management, limitations, and recommendations for achieving an interoperable system.

  • System Selection: By January 1, 2027, the Secretaries must jointly consider systems (whether currently in use or not) to serve as the interoperable system for both departments.

  • System Capabilities: The selected systems must be able to import and share provider information, including audit, governance, and data stewardship information.

  • Certification of Implementation: The Secretaries must provide written certification to Congress that the selected systems are operational by January 1, 2028, for credentialing and by January 1, 2029, for privileging.
