What this amendment would do
This amendment, also known as the "Preventing Adversary Influence, Disinformation, and Obscured Foreign Financing Act of 2026" or the "PAID OFF Act of 2026," aims to change how exemptions are handled under the Foreign Agents Registration Act of 1938.
Specifically, it aims to:
-
Limit Exemptions: It removes certain exemptions for agents of foreign principals if that principal is a government or corporate entity owned or controlled by countries listed in section 1(m)(1)(A) of the State Department Basic Authorities Act of 1956.
-
Update Country Lists: It adds a process for the Secretary of State, in consultation with the Attorney General, to propose adding or deleting countries from the definition of a "country of concern."
-
Establish Approval Process: These proposed changes to the list of countries must be submitted to the Senate Committee on Foreign Relations and the House Committee on the Judiciary, and they only become effective if a joint resolution of approval is enacted.
