What this amendment would do

SA 6003, submitted by Mr. Bennet and Mr. Hickenlooper, aims to add a section regarding the Arkansas Valley Conduit, Colorado to bill S. 4784.

The purpose of this amendment is to change Public Law 87-590 to provide domestic water supplies to households and communities that lack reliable access. It makes the following changes:

  • Repayment Contract: It sets the payment for the conduit at 35 percent of the cost. These payments include funding from entities other than the Secretary. If the Secretary determines there is financial hardship, the remaining balance can be repaid over a maximum of 75 years with simple interest at 50 percent of the rate determined by the Secretary of the Treasury.

  • Operations: The amendment requires the contracting parties to take over the replacement, maintenance, operation, and care of the conduit.
