What this amendment would do
Mr. Merkley submitted SA 600 to create a new point of order in the Senate specifically targeting the taking back, or rescinding, of funds that were set aside for renewable energy projects.
What it Aims to Change or Add
This amendment adds a brand new rule to title IV of the budget resolution. Here is what it actually does:
-
It bans the Senate from considering any bill, joint resolution, motion, amendment, or conference report that would take away funds previously given to renewable energy projects.
-
It sets a strict rule that this new block can only be waived or suspended if a three-fifths majority of the chosen and sworn Senate members vote yes.
-
It also requires that same three-fifths majority vote to overturn a ruling made by the Chair regarding this specific point of order.
