What this amendment would do
SA 5997, submitted by Mr. Hickenlooper, aims to add a section to title XVI of bill S. 4784. The purpose is to establish a pilot program to see if it is feasible and advisable to improve supply chain visibility and create a strategic semiconductor stockpile.
The amendment proposes the following:
-
Pilot Program Goals: The Secretary of Defense must identify the stockpiling requirements for semiconductor and microelectronic components needed for critical defense systems. The goal is to ensure these systems have uninterrupted production during crises or international conflicts that disrupt normal supply chains.
-
Management and Private Partnerships: The Secretary will manage the stockpile as availability changes and must seek a contract with at least one eligible entity. This private entity must have a history of working with the Department of Defense, maintain specific security clearances, and comply with various quality and security standards (such as ISO 9001:2015 and NIST Special Publication 800-171).
-
Timeline and Reporting: The program must be established within 180 days of the Act's enactment and completed within one year of starting. Within 180 days of starting, the Secretary must provide a report and a briefing to congressional defense committees regarding the program's implementation and the viability of scaling it up.
