What this amendment would do

SA 5995, submitted by Mr. Hickenlooper, aims to add a section to title VII of bill S. 4784. The purpose is to require the Director of the Defense Health Agency to create a report on whether it is feasible to start a pilot program for behavioral neurology fellowships.

The goal of this pilot program would be to provide training for treating veterans and members of the Armed Forces who have traumatic brain injuries, specifically focusing on how those injuries intersect with behavior.

The report must be submitted to congressional defense committees within 270 days of the Act's enactment and must include:

  • Evaluations of the feasibility of meeting program requirements.
  • Potential locations for the pilot program.

The specific requirements for the program include:

  • The selection of two individuals for a one-year clinical fellowship.
  • Eligibility requires a doctorate of medicine or doctorate of osteopathy from an accredited medical school and the completion of a residency in psychiatry or neurology at an accredited institution.
  • Fellows are not required to be board certified to participate.
  • The program must be accredited and aim to allow individuals to sit for board certification in neuropsychiatry and behavioral neurology from the United Council for Neurologic Subspecialties after completion.
