What this amendment would do
SA 5987, submitted by Mr. Budd, aims to add a new section to bill S. 4784 to create the Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology program, also known as the FIRST program. This program would be established within the Department of State.
The purpose of the FIRST program is to manage the following activities:
- Promote the international deployment of civil nuclear energy to help United States national security and economic interests.
- Use diplomatic forums to advocate for nuclear technology and products from United States businesses.
- Work with partner governments to prioritize high standards for safety, security, and nonproliferation.
- Give partner countries advice on legal and regulatory frameworks for importing United States nuclear technology.
- Provide early-stage support for commercial projects, such as engineering and feasibility studies, to help United States businesses compete against state-backed competitors.
- Cooperate with partners on technical resource sharing, training, and the coordination of codes and standards for reactor deployment.
To hold the program accountable, the Under Secretary for Arms Control and International Security must provide a report and triannual briefings to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations. These reports must detail program implementation, diplomatic outreach, partners, engagements with United States businesses, and how funds were spent.
This section of the bill is set to terminate on June 8, 2034.
