What this amendment would do

SA 5983, submitted by Mr. Graham and Mr. Whitehouse, aims to change how the Coast Guard buys certain articles.

The purpose of this amendment is to add a requirement for the Coast Guard to buy certain articles from American sources by amending Section 4862 of title 10, United States Code.

The amendment makes the following changes:

  • It expands references from the Department of Defense to include any branch of the armed forces.

  • It replaces the Secretary of the military department concerned with the Secretary concerned.

  • It specifies that the Secretary of Homeland Security has authority regarding the Coast Guard when it is not operating as a service in the Navy.

  • It requires the Secretary of Defense to consult with the Secretary of Homeland Security in specific instances.

These changes will take effect three years after the date the Act is enacted.
