What this amendment would do
Mr. Merkley submitted amendment SA 598 to be proposed for the concurrent resolution S. Con. Res. 7, which sets forth the congressional budget for the United States Government for fiscal year 2025 and budgetary levels for fiscal years 2026 through 2034.
What It Aims to Change or Add
The amendment adds a new section to title IV that creates a point of order against legislation that reduces air or water quality.
Under this change, it will not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would reduce air or water quality.
The amendment also sets rules for how this point of order can be bypassed:
- It may be waived or suspended in the Senate only by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
