What this amendment would do

SA 5978, submitted by Mr. CORNYN, aims to change the definition of a foreign instrumentality within the laws regarding the prohibition of economic espionage.

The amendment proposes to modify Section 1839(1) of title 18, United States Code by changing the wording from "that is substantially owned" to include two categories:

Entities that are substantially owned.
Entities that are domiciled in a covered nation, as defined in section 4872 of title 10.
