What this amendment would do
This amendment proposes the addition of the Energy Security Pacts Act to the larger bill. Its purpose is to allow the Secretary of State to create multiyear agreements, called Energy Security Pacts, with eligible partner countries.
The act aims to achieve the following:
- Security and Stability: Enhance the energy and economic security of both the United States and partner countries.
- Supply Chain Diversification: Counter economic coercion by diversifying energy and critical mineral supply chains.
- Economic Growth: Increase reliable access to energy or electricity to stimulate economic growth and support the competitiveness of U.S. companies.
To do this, the amendment adds a framework for appointing a Director for Energy Security Pacts and establishing an Energy Security Pacts Council made up of various federal departments and agencies to coordinate these efforts.
The amendment also sets specific rules for these pacts, including:
- Eligibility: Partner countries must meet specific income thresholds and have critical minerals or face national security threats from U.S. adversaries.
- Restrictions: Pacts cannot include military assistance or training, and cannot fund projects that cause significant environmental, health, or safety hazards.
- Accountability: It requires congressional notifications, annual reports, and evaluations by the Government Accountability Office to ensure efficiency and impact.
