What this amendment would do
SA 5963, submitted by Mr. Fetterman, aims to create pay parity between federal civilian employees and members of the armed forces.
The amendment seeks to add a section to the bill that changes how pay adjustments are handled for federal civilians:
-
The percentage increase for basic pay under the General Schedule for any calendar year must be equal to the percentage increase provided for members of the uniformed services for that same year.
-
This adjustment applies to basic pay rates under section 5332 of the General Schedule and any other statutory pay system for civilian employees that receives the annual adjustment.
-
The President is prohibited from issuing any alternative pay adjustment that results in a percentage lower than the increase provided for members of the uniformed services.
