What this amendment would do

As folks who pay attention to how our government works, we need to keep an eye on where our resources go. This amendment, submitted by Mr. Merkley, aims to add a new rule to the Senate.

The Main Goal

The purpose of this amendment is to create a roadblock against financing or helping export natural gas or petroleum products to specific countries.

  • China
  • Iran
  • North Korea
  • Russia

How It Changes Things

Under this new rule, it would not be allowed in the Senate to consider any bill, resolution, motion, amendment, or conference report that finances or facilitates these exports to those named countries.

If lawmakers want to get around this rule, it would take a large three-fifths vote of the sworn Members of the Senate to waive it or to successfully appeal a ruling from the Chair.
