What this amendment would do

SA 5941, submitted by Mr. Peters, aims to add a new section to bill S. 4784 to establish a Commercial Space Activity Advisory Committee.

The purpose of this amendment is to create a committee that provides advice and recommendations to the Secretary of Commerce and Congress. The goals of the committee include:

  • Advising on nongovernmental space activities.

  • Recommending ways to promote a safe, competitive, and innovative commercial space sector.

  • Identifying challenges related to international obligations, export controls, radio frequency spectrum, and harmful interference in outer space.

  • Reviewing best practices to avoid contaminating the Moon or other celestial bodies and preventing adverse environmental changes on Earth from extraterrestrial matter.

  • Providing general advice on commercial space sector activities in outer space.

The committee will consist of 15 members appointed by the Secretary of Commerce from various professional fields with commercial space industry experience. Members serve terms of no more than 4 years and cannot serve again for 2 years after their term ends. The committee is set to terminate 10 years after it is established.
