What this amendment would do
SA 5933, submitted by Mr. Welch, aims to add Section 317A to bill S. 4784. The purpose of this addition is to identify and report on open-air burn pits that are not controlled by the Department of Defense.
The amendment would require the following:
-
Policy Changes: The Secretary of Defense must revise policy within 180 days to require operational commanders to report open-air burn pits not controlled by the Department of Defense if they are within 4000 meters of Department of Defense installations, housing for members of the Armed Forces, or members of the Armed Forces (when operated by a local entity, host nation, or partner).
-
Testing and Tracking: Operational commanders must collect and evaluate air quality data for toxins around these pits. The Secretary of Defense must add these identified pits to the official watch list of known burn pits and include exposure risks and air quality data in the health records of potentially exposed members of the Armed Forces.
-
Congressional Reporting: The Secretary of Defense must provide a report to the Committees on Armed Services and Veterans' Affairs within 90 days. This report must include the locations of the burn pits, the air quality data results, and updates regarding the official watch list.
