What this amendment would do

SA 5931, submitted by Mr. Welch and Ms. Murkowski, aims to add a new section to bill S. 4784 regarding the requirement for using alternative solid waste disposal systems.

The purpose of this amendment is to require the Secretary of Defense to deploy, use, and sustain these alternative systems within 180 days after the Act is enacted. This applies to any location where the Secretary determines open-air burn pits:

  • Exist at any location where members of the Armed Forces are housed, whether temporary or permanent, including enduring locations, contingency locations, military facilities with host nation access agreements, main operating bases, forward operating sites, or cooperative security locations.

  • Are operated by the Department of Defense or its contractors.

  • Contain waste from Department activities.

  • Are needed, or could be used, for the safe disposal of medical use or illicit contraband.
