What this amendment would do
SA 5930, submitted by Mr. Welch, aims to add a new section (SEC. 529E) to bill S. 4784. The purpose of this amendment is to fix National Guard activation orders and personnel records that were negatively affected by transitions between certain military operations in 2025 and 2026.
The amendment focuses on the following changes:
-
Identifying Affected Personnel: The Secretary of Defense, working with the Secretary of the Air Force and the Chief of the National Guard Bureau, must identify Air National Guard members whose pay, tax documents, deployment records, or other personnel records were adversely affected by transitions between operations, including Operation Epic Fury, Operation Spartan Shield, Operation Absolute Resolve, and Operation Southern Spear.
-
Correcting Records: The Secretary of Defense must ensure military records accurately show service dates and locations, fix discrepancies in pay, debt, and taxes, and ensure members do not lose eligibility for Federal benefits or Department of Veterans Affairs determinations.
-
Reporting and Accountability: Within 180 days, the Secretary of Defense must provide a briefing and report to the House and Senate Committees on Armed Services. This report must include the number of personnel identified, the status of corrections, an assessment of what caused the errors, and whether more authority is needed to fix these records.
