What this amendment would do

The amendment, titled the Nicholas Douglas Quets Border Travel Safety Act, aims to add a new section (Section 1094) to bill S. 4784. Its purpose is to increase traveler awareness of safety and security risks near the United States land borders.

The amendment proposes the following changes and additions:

  • Establishment of Warning Signage: It requires the Secretary of Homeland Security, through the Commissioner of U.S. Customs and Border Protection, to create a program to install and maintain warning signs. These signs will inform travelers about dangerous areas or routes near the southern border that are identified in Department of State Travel Advisories.

  • Signage Details and Placement: Signs must be placed at land ports of entry along the Mexico border, on approaching roadways, and other visible locations for motorists and pedestrians. The signs must be in English and Spanish, and may include QR codes or references to the Department of State travel advisory website.

  • Department Roles:

    • The Secretary of State is responsible for identifying dangerous areas and providing the content and messaging for the signs.
    • The Secretary of Homeland Security is responsible for installing and updating the signs in coordination with state, local, and tribal officials.
  • Accountability and Oversight:

    • The Secretary of Homeland Security must conduct annual reviews of the signage.
    • An implementation report must be submitted to congressional committees within one year.
    • The Comptroller General of the United States must provide a report on the efficacy of the warnings and potential modernizations.
  • Funding: The amendment specifies that no additional funds are authorized; the program must be carried out using existing resources.
