What this amendment would do

Mr. Merkley submitted SA 592, which is an amendment meant to hold our officials accountable regarding tax policy. Common sense tells us that when big tax breaks are on the table, the public deserves a hard look at who benefits.

  • The amendment adds a new point of order to the Senate rules.

  • Its purpose is to block any bill, resolution, motion, amendment, or conference report that gives a tax giveaway to the top 1 percent of taxpayers in the United States by wealth.

How It Works in the Senate

  • Under this rule, it will not be in order in the Senate to consider these types of tax cuts for the wealthy.

  • This rule can only be waived or suspended by a three-fifths vote of the chosen and sworn Senators.

  • Overturning a ruling from the Chair on this point of order also requires that same three-fifths affirmative vote.
