What this amendment would do

The amendment, titled the "No Tax Dollars for Terrorists Act," aims to add a new subtitle to the bill focused on limiting foreign assistance to the Taliban. Its primary purpose is to establish a United States policy to oppose other countries and nongovernmental organizations from providing assistance to the Taliban, especially those that receive United States-provided foreign assistance.

The amendment adds the following requirements:

  • Strategies and Reports: The Secretary of State must create a strategy to discourage foreign assistance to the Taliban, which includes supporting Afghan women and girls and relocating vetted at-risk Afghans and allies.

  • Accountability on Funding: The Secretary of State must provide reports identifying which foreign countries and organizations are assisting the Taliban, the amount of U.S. assistance those entities receive, and how the Taliban uses that assistance.

  • Specific Investigations: The amendment requires reports on the decision to terminate bounties on members of the Haqqani Network and the status of their terrorist designations.

  • Financial Oversight: The Secretary of State must report on U.S. government-funded direct cash assistance programs in Afghanistan, specifically detailing payment methods, the use of hawalas (money lending broker networks), and how the U.S. prevents the Taliban from accessing these funds.

  • Afghan Fund Monitoring: The Secretary of State and Secretary of the Treasury must provide regular reports on the Afghan Fund, including the Taliban's influence over Da Afghanistan Bank and the controls in place to prevent the misuse of funds.
