What this amendment would do

This amendment, submitted by Mr. Merkley, aims to add a Timber Production Expansion Guaranteed Loan Program to bill S. 4784.

The purpose of this program is to provide loan guarantees to eligible entities, which are individuals or entities that own or operate a sawmill or other wood-processing facility in a rural area of the United States.

The amendment changes the bill by adding the following:

  • Identification of Land: The Secretary of Agriculture and the Secretary of the Interior must identify Federal land (including Indian forest land or rangeland) that is a high or very high priority for ecological restoration involving vegetation removal.

  • Loan Guarantees: The Program provides loan guarantees to eligible entities to establish, reopen, retrofit, expand, or improve wood-processing facilities. To qualify, the facility must be within a 250-mile radius of eligible Federal land and must substantially decrease the cost of ecological restoration projects involving vegetation removal.

  • Funding Limit: The Secretary may provide a total of up to $220,000,000 in loan guarantees.
