What this amendment would do
SA 5906, submitted by Mr. Grassley and Mr. Durbin, aims to change the rules for how Estonia, Lithuania, and Latvia handle United States-origin mobile rocket artillery systems.
The purpose of this amendment is to:
-
Remove the need for prior Presidential consent when these three Baltic states retransfer defense articles related to mobile rocket artillery systems among themselves. This authority expires 10 years after the Act is enacted.
-
Ensure that agreements between the United States and a Baltic state do not require the Baltic state to get approval from the United States to transfer these specific defense articles or services to another Baltic state.
-
Require the United States to modify existing agreements to remove the Presidential consent requirement if a Baltic state requests it.
-
Direct the Secretary of Defense to create a common coalition key or technological solution so the Baltic states can share High Mobility Artillery Rocket Systems (HIMARS) ammunition for operational and training purposes.
