What this amendment would do
This amendment, submitted by Ms. Duckworth, aims to add a new section (SEC. 225) to bill S. 4784. Its purpose is to create a standardized approach for quantum radio frequency (RF) sensing technology for use across the joint force.
The amendment seeks to add the following to the bill:
-
Standardized Requirements: It requires the Under Secretary of Defense for Research and Engineering to establish joint requirements for this technology, including performance thresholds for spectrum sensing, interoperability standards, size and power requirements, and scalability.
-
Development Roadmap: It mandates an updated Quantum Science Critical Technology Area roadmap that identifies development milestones, investment levels, workforce needs, and an assessment of the industrial base.
-
Program Implementation: It directs the Secretary of Defense to designate a lead military department to start a program of record for a joint quantum RF sensing system by fiscal year 2029, provided certain technology and operational assessments are met.
-
Pilot Program: It establishes a pilot program to demonstrate the technology on platforms such as ground vehicles, naval vessels, aircraft, and spectrum monitoring installations, with an authorized appropriation of $50,000,000 for fiscal years 2028, 2029, and 2030.
-
Coordination and Reporting: It requires coordination with National Laboratories, industry, and academic institutions. It also mandates an initial report to congressional defense committees and annual updates through fiscal year 2032.
