What this amendment would do

This amendment proposes adding a new section called the Uyghur Policy Act of 2026 to the larger bill. Its purpose is to address the repression of Uyghurs and other ethnic and religious minority groups in the Xinjiang Uyghur Autonomous Region (XUAR) by the People's Republic of China (PRC).

The amendment aims to add the following to the bill:

  • Findings and Sense of Congress: It outlines findings regarding genocide, crimes against humanity, and human rights violations in the XUAR. It expresses that the PRC should stop detentions, release political prisoners, and allow transparent visits from the press and international organizations.

  • State Department Actions: It directs the Secretary of State to:

    • Prioritize policies and programs that support these minority groups.
    • Work with foreign partners to pressure the PRC to close detention camps.
    • Create a mechanism for reporting transnational repression.
    • Provide annual reports to Congress on these actions for three years.
  • Staffing and Training: It allows the Secretary of State to provide Uyghur language training for Foreign Service officers and ensure Uyghur-speaking staff are assigned to specific diplomatic posts in the PRC, Kazakhstan, Uzbekistan, Kyrgyszstan, or Turkiye.

  • United Nations Strategy: It directs the U.S. Representative to the United Nations to oppose efforts to block discussions on human rights violations in the XUAR and support the appointment of a special rapporteur to monitor these abuses.

  • Funding: The amendment specifies that no additional funds are authorized, meaning the requirements must be carried out using money already allocated for similar purposes.
