What this amendment would do
SA 5892, also known as the "BANNED in Latin America Act", aims to add a new section to the bill (SEC. 1270A) that requires the Secretary of State to create a strategy to counter influence operations, missionary networks, and propaganda from Hezbollah and Iran in Latin America.
The purpose of this amendment is to force the Secretary of State to submit a comprehensive strategy to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations within 180 days of the Act's enactment.
Strategy Goals
The amendment requires the strategy to include the following:
-
Measures to address Iranian cultural centers that promote Iranian ideology using public diplomacy, sanctions, and diplomatic efforts.
-
Actions to restrict the activities and travel of Iranian agents, such as cultural attaches and diplomats, through sanctions, visa denials, or other travel restrictions.
-
Initiatives to help U.S. intelligence agencies identify and disrupt the networks of Hezbollah and Iran, including their work with nongovernmental organizations and academic institutions.
-
A framework to disrupt platforms like Hezbollah's Al Mayadeen Espanol and Iran's HispanTV through designations, sanctions, and partner cooperation.
-
A plan to address the Al Mustafa International University network and affiliated entities, which may include designating them as specially designated global terrorists or foreign terrorist organizations.
