What this amendment would do

SA 5887, submitted by Mr. Tillis, aims to add a new section to bill S. 4784 to create the Senate NATO Observer Group.

The purpose of this group is to:

  • Serve as a forum for NATO matters that involve two or more Senate committees.
  • Advise the Senate on NATO issues, such as enlargement.
  • Interact with the executive branch, the Senate, NATO, member countries, and candidate countries, especially during enlargement negotiations.

The amendment outlines that the group will consist of up to 7 Senators appointed by the majority leader and 7 by the minority leader, including one co-chair each. It also includes ex officio members from the Committee on Foreign Relations, the Committee on Armed Services, and the Committee on Appropriations.

Additionally, the amendment authorizes the use of foreign currency funds for critical activities and requires an annual report on travel, legislative efforts, and public diplomacy initiatives to be submitted to Senate leadership and the Committee on Foreign Relations.
