What this amendment would do
Mrs. Fischer submitted SA 5884 to be added to bill S. 4784. The purpose of this amendment is to require the Federal Communications Commission (Commission) to create and maintain a public internet list of entities that hold certain authorizations, licenses, or grants of authority and have specific foreign ownership.
The amendment aims to add the following requirements to the bill:
-
Publication of a List: The Commission must publish a list on its website within 120 days of the Act's enactment. This list identifies entities holding licenses under section 309(j) of the Communications Act of 1934 or the Cable Landing Licensing Act and Executive Order 10530, where a "covered entity" holds a required reportable equity or voting interest, or where a national security agency determines a "covered entity" exerts control.
-
Rulemaking for Additional Entities: Within 18 months, the Commission must create rules to identify other entities holding any Commission authorization, license, or grant of authority that have a reportable equity or voting interest from a "covered entity." These entities must be added to the list within one year of the rules being issued.
-
Ongoing Maintenance: The Commission is required to update this list at least once a year.
-
Administrative Exemption: Information collected to implement this section is exempt from the Paperwork Reduction Act.
