What this amendment would do

This amendment, submitted by Mrs. Fischer, aims to change the Secure and Trusted Communications Networks Act of 2019 by adding a new section that prohibits the granting of certain satellite-related permissions.

The purpose of this amendment is to stop the Commission from granting the following to any entity on the Commission's list, or their affiliates:

  • Satellite licenses (for geostationary or nongeostationary orbit satellite systems).
  • United States market access via a petition for a declaratory ruling.
  • Authorizations for blanket-licensed or individually licensed earth stations.

Additionally, the amendment allows the Commission to issue a report on supply chain security risks for licensees or entities that use communications equipment designed, developed, manufactured, or assembled by an entity on the Commission's list.

The Federal Communications Commission is required to create rules to implement these changes within 1 year of the Act's enactment.
