What this amendment would do
SA 5860, also known as the Helping Allies Respond to Piracy, Overfishing, and Oceanic Negligence Act or the HARPOON Act, is an amendment proposed by Mr. YOUNG to be added to the end of title X of bill S. 4784.
The purpose of this amendment is to allow the Secretary of Defense and the Commandant of the Coast Guard, working with the Secretary of State, to work with foreign partners to start joint patrols. These patrols aim to:
- Enhance efforts against IUU fishing (illegal, unreported, and unregulated fishing).
- Fight transnational crime.
- Improve regional security.
Additionally, the amendment requires the Secretary, the Commandant, and the Secretary of State to give a joint report to specific congressional committees within 120 days of the Act's enactment. This report must include:
- Regions and countries interested in cooperating to stop IUU fishing.
- Any resource or authority limitations affecting these partnerships.
- Suggestions to make counter-IUU fishing operations more effective.
- An evaluation of current partner operations.
- The specific legal authorities used for these operations.
- Any other relevant information.
