What this amendment would do

As folks who rely on affordable food, you want to know what our elected officials are trying to do with your hard-earned money. This amendment, labeled SA 585 and submitted by Mr. Merkley, is all about keeping the cost of feeding your family from going up.

Here is what it aims to do:

  • It adds a new rule in the Senate that makes it out of order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would substantially increase the price of groceries for families in the United States, as determined by the Congressional Budget Office.
  • It sets a high hurdle to bypass this rule, requiring an affirmative vote of three-fifths of the Senators to waive or suspend the rule, or to sustain an appeal of the ruling of the Chair.
