What this amendment would do
This amendment, submitted by Mr. Kim, aims to add a section to bill S. 4784 to create the Defense Digital Engineering Center of Excellence (the "Center"). The Center would be established at an accredited higher education institution within a defense innovation corridor.
The purpose of the Center is to serve as a hub for three main pillars:
-
Secure data transfer and digital engineering demilitarized zone (dmz): This involves maintaining a secure way to exchange digital engineering artifacts between industry partners, government agencies, shipyards, military laboratories, and operational platforms.
-
Model-based acquisition pilot program: In coordination with the Secretary of the Navy, this program will test model-based technical data packages for at least one naval acquisition program of record to stop the duplication of data.
-
Tip of a spear training (toast) workforce development program: This program provides digital engineering training for Department of Defense and Department of the Navy personnel across three levels: executive, program management, and working level.
To carry out these goals, the amendment authorizes $25,000,000 for fiscal year 2027.
