What this amendment would do

Mr. Kim proposed this amendment to add a pilot program called the Brave Model to bill S. 4784.

The purpose of this amendment is to create a digital feedback platform to better collect, analyze, and send operational feedback from members of the Armed Forces. This information is intended to inform decisions regarding defense innovation, acquisition, and sustainment.

The amendment aims to add the following to the bill:

  • Establishment of the Program: The Secretary of Defense must start the pilot program within 360 days of the Act's enactment.
  • Participation: The program will include between three and six units, ensuring at least one unit from the Army, Navy, and Air Force.
  • Core Objectives: The program is modeled after BRAVE-1 in Ukraine to allow government and industry to get data directly from the Armed Forces, reduce delays in fixing equipment failures or gaps, and speed up the improvement of military systems.
  • Accountability: The Secretary must provide a briefing to the House and Senate Committees on Armed Services within 90 days after the program ends to assess its effectiveness and recommend if it should be expanded, modified, or terminated.
  • Timeline: The pilot program will end two years after the Act is enacted.
