What this amendment would do
SA 5845, submitted by Mr. KIM, aims to add a section to bill S. 4784 focused on studying how ready military installations in the continental United States are for an unmanned aircraft system attack.
The purpose of this amendment is to require the Secretary of Defense to work with a federally funded research and development center to conduct an independent study on three covered military installations. The goal is to evaluate their readiness and resilience against attacks on infrastructure and personnel by unmanned aircraft systems.
The amendment adds the following requirements to the bill:
-
Study Details: The study must assess future threats from drones and drone-like warfare, identify existing counter-unmanned aircraft system capacities, and determine what capacities are still needed.
-
Swarm Attack Exercises: The Secretary of Defense must require exercises to test security and the ability to perform critical missions during an attack. These exercises may exclude housing, commissaries, exchanges, and recreation facilities if technically feasible.
-
Policy and Scheduling: A uniform policy and a schedule for these exercises must be established through fiscal year 2036.
-
Data and Reporting: Military departments and Defense Agencies must produce necessary data, which must be available to the Commander of the United States Northern Command upon request. The results must be reported to the Committees on Armed Services of the Senate and the House of Representatives.
