What this amendment would do

The SAFEGUARDS Act of 2026 is an amendment to bill S. 4784. Its purpose is to update how aviation security funds are collected and spent to improve equipment and risk detection.

Changes to Funding and Funds

  • Aviation Security Capital Fund: For fiscal years 2026 through 2036, the amount collected from fees for this fund increases to at least $400,000,000 per year.
  • Aviation Security Checkpoint Technology Fund (ASCT Fund): This creates a new fund. From fiscal years 2026 through 2036, after the first $400,000,000 is put into the Capital Fund, the next $250,000,000 from fees will go into the ASCT Fund.
  • Use of ASCT Fund: This money is for the deployment, sustainment, and procurement of exit lane technology and checkpoint technology, such as:
    • Credential authentication technology machines.
    • Advanced imaging technology.
    • Liquid explosive detection systems.
    • Explosives trace detection equipment.
    • Computed tomography scanners.

Accountability and Reporting

  • Reports to Congress: The Administrator of the Transportation Security Administration must provide an initial report on past and projected capital needs and submit annual reports detailing the projects addressed and critical security needs.
  • Inspector General Audits: Every two years through fiscal year 2036, the Inspector General of the Department of Homeland Security must audit the oversight of these grants. These audits aim to prevent fraud, waste, and abuse, and ensure funds address security needs across different airport categories.
