What this amendment would do

SA 5831, submitted by Mr. Scott of Florida, aims to add a new section titled "Additional Reports" to title VIII of H.R. 6644. The purpose of this amendment is to require official reporting to track the effects of the bill on housing.

  • Secretary of Housing and Urban Development Report: The Secretary must issue a report every year for at least 10 years. This report will track housing affordability in the U.S., specifically analyzing middle income homeowners based on annual housing costs being no more than 30 percent of gross income.

  • GAO Report on Outcomes: The Comptroller General of the United States must issue reports at the 2-year and 5-year marks after the Act is enacted. These reports will examine:

    • Housing Supply: Whether the Act increased single-family housing production, changed permit issuance rates, or altered approval times for private residential construction permits.
    • Affordability and Market: Whether median home prices decreased, if the Act caused more single-family home construction, changes in house price to income ratios, and if single-family homeownership became more attainable.
    • Federal Expenditures: Total federal outlays per title, if spending overlapped with existing programs from the Department of Housing and Urban Development, the Department of Agriculture, or the Federal Housing Finance Agency, and if the Act increased the federal deficit or outlays.
