What this amendment would do
Mr. Merkley submitted SA 582, which is an amendment proposed to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
-
The purpose of this amendment is to add a deficit-neutral reserve fund relating to legislation that prohibits the imprisonment of noncitizen children who have not been charged with or convicted of a crime.
-
It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.
-
These adjustments apply to legislation relating to the welfare of noncitizen children interacting with the immigration system of the United States, which may include the prohibition of detaining or otherwise imprisoning noncitizen children who have not been charged with or convicted of a crime.
-
The changes can only be made by the amounts provided in such legislation, provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
