What this amendment would do
This amendment, submitted by Mr. Cassidy and Mr. Van Hollen, aims to add a section to bill S. 2 regarding a fund established by the Attorney General on May 18, 2026.
The purpose of this addition is to provide lump sum payments to eligible claimants. These claimants are defined as:
- Individuals who served as active duty law enforcement officers defending the United States Capitol on January 6, 2021, and suffered death or economic and noneconomic loss.
- Personal representatives of a decedent who meets the above criteria.
The amendment provides for the following:
- Funding: It appropriates $100,000,000 to the Anti-Weaponization Fund.
- Payment Limits: Payments to each eligible claimant cannot exceed $1,000,000.
- Restrictions: Funds may only be used for lump sum payments to eligible claimants.
- Offset: The amount appropriated to the Secretary of Homeland Security under section 202 shall be $30,975,000,000.
- Termination: Funds cannot be obligated on or after September 1, 2029, and any remaining balances will be transferred to the Judgment Fund of the Department of the Treasury.
