What this amendment would do
This amendment, submitted by Mr. Cassidy and Mr. Van Hollen, aims to add a section to bill S. 2 regarding a fund established by the Attorney General on May 18, 2026.
The purpose of this addition is to provide lump sum payments to eligible claimants. These claimants are defined as:
- Individuals who served as active duty law enforcement officers in defense of the United States Capitol on January 6, 2021, and suffered death, economic loss, or noneconomic loss (including suicide) as a result of the attack.
- Personal representatives of a decedent who meets the above criteria.
The amendment adds the following specific provisions:
- Funding: It appropriates $100,000,000 to the Anti-Weaponization Fund, with a limitation that these funds only be used for lump sum payments to eligible claimants.
- Payment Limit: The maximum payment for each claimant is $1,000,000.
- Budget Offset: The amount appropriated to the Secretary of Homeland Security under section 202 shall be $30,973,000,000.
- Termination: Funds cannot be obligated on or after September 1, 2029, and any remaining balances will be transferred to the Judgment Fund of the Department of the Treasury.
