What this amendment would do

SA 5803, proposed by Mr. Booker and Mr. Kim, aims to change the funding amounts and add new restrictions and appropriations to the bill.

The amendment makes the following changes:

  • It changes a specific funding amount from $2,500,000,000 to $2,471,359,000, which remains available until September 30, 2029.

  • It appropriates $28,641,000 for fiscal year 2026 to the Secretary of Homeland Security for the Immigration Detention Ombudsman.

  • It adds a limitation on the use of funds, stating that no funds in this title can be used to pay or reimburse a contractor, subcontractor, or cooperating entity if the Immigration Detention Ombudsman finds substantiated violations of law, detention standards, excessive force, or misconduct. These payments are blocked until the entity implements the recommendations made by the Ombudsman.
