What this amendment would do

Mr. Merkley submitted SA 579, which is an amendment intended to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget. Common sense tells us we need to keep an eye on how our elected officials handle important rules in the Senate.

This amendment adds a new point of order to title IV of the budget resolution. Its purpose is to stop the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would endanger child welfare by separating families in immigration custody or detention.

  • It creates a specific rule against legislation that separates families in immigration custody.
  • It requires a three-fifths affirmative vote of the Senators chosen and sworn to waive or suspend this rule.
  • It also requires a three-fifths affirmative vote of the Senators chosen and sworn to sustain an appeal of the ruling of the Chair on this point of order.
