What this amendment would do

SA 5788, submitted by Mr. Welch and Mr. Blumenthal, aims to add a section to title II of bill S. 2 regarding the transfer of funds to the Department of Homeland Security (DHS).

The purpose of this amendment is to transfer $5,000,000 from unobligated balances under section 203 of the title to the DHS. These funds are intended to make the following records available to all members of the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Homeland Security:

Records relating to contracts awarded to Safe America Media LLC.
Records relating to contracts awarded to People Who Think LLC.
These contracts are for a DHS ad campaign starring former Secretary Kristi Noem.

The funds transferred for this purpose will remain available until they are expended.
