What this amendment would do
SA 5786 is an amendment proposed by Mr. Lee and Mr. Hagerty to be added to a previous amendment (SA 5453) for bill S. 2. Its purpose is to create a REAL ID Enhancement Fund within the Department of Homeland Security.
This amendment aims to add a section to the bill that provides grants to eligible Tribal, territorial, and State agencies for the following purposes:
- To add an indication of citizenship to all REAL ID-compliant identification cards and driver's licenses for citizens or members after their status as a United States citizen is confirmed.
- To perform any work needed to meet the citizenship indication requirement.
- To provide these enhanced identification cards to every United States citizen living in those territories or States, or who is a member of those Tribes.
To fund this, the amendment appropriates $6,165,000,000 for fiscal year 2026, which stays available until September 30, 2029.
