What this amendment would do
SA 5750, submitted by Ms. Rosen, aims to limit the authority of the President to impose duties or tariff-rate quotas on food articles.
The amendment adds a requirement that the President cannot impose these duties or quotas unless the following two conditions are met:
- The President sends a request to Congress to impose the duty or quota.
- A joint resolution of approval is enacted into law.
There is an exception to this limitation for antidumping or countervailing duties imposed under title VII of the Tariff Act of 1930.
