What this amendment would do

Mr. Merkley submitted amendment numbered SA 575 to the concurrent resolution on the budget for fiscal year 2025 through 2034. The purpose of this amendment is to create a deficit-neutral reserve fund relating to the application of the Flores Settlement Agreement.

This amendment aims to allow the Chairman of the Senate Committee on the Budget to change budget allocations and make adjustments for legislation that deals with the welfare of noncitizen children interacting with the immigration system of the United States. This includes maintaining the legal obligations of the stipulated settlement agreement in Reno v. Flores from January 17, 1997, along with all subsequent court decisions, orders, agreements, and stipulations. Any legislation handled this way must not increase the deficit over the total period of fiscal years 2025 through 2034.
