What this amendment would do

SA 5736 is an amendment proposed by Ms. Alsobrooks to be added to amendment SA 5453, which relates to bill S. 2.

The purpose of this amendment is to change how certain funds are used by doing the following:

Reducing the amount appropriated under section 202 by $400,000,000.
Appropriating that $400,000,000 to the Secretary of Health and Human Services for fiscal year 2026.
Using those funds to run a Low-Income Household Water Assistance Program.

The goal of this program is to help low-income households pay for increasing wastewater and water utility costs and to stop shutoffs during extreme weather or economic hardship. These funds remain available until September 30, 2029.
