This amendment, submitted by Ms. Alsobrooks to bill S. 2, aims to provide funding for federal employees during lapses in appropriations and prevent permanent staff cuts.

Purpose and Changes

• Appropriations: It provides the head of each agency with the money necessary to pay covered individuals their standard pay, allowances, benefits, and other regular payments during a covered lapse in appropriations for fiscal year 2026 and beyond.

• Covered Individuals: This includes agency employees (whether they were furloughed or performing emergency work), contractors providing support to those employees, active duty members of the Armed Forces, and reserve members performing active service or inactive-duty training.

• Prohibitions: It stops the use of funds to propose or carry out a reduction in force or any similar action intended to permanently decrease the number of employees at an agency during a covered lapse in appropriations.
