What this amendment would do

Mr. Merkley submitted SA 573, which proposes a change to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to change the bill by creating a deficit-neutral reserve fund for legislation that does not increase tax breaks for the wealthy.

Specifically, it allows the Chairman of the Committee on the Budget of the Senate to make certain financial adjustments for specific legislation, provided that the legislation meets two strict rules:

  • It does not reduce the average tax liability of taxpayers with income over $10,000,000,000.

  • It would not increase the deficit over the total period of fiscal years 2025 through 2034.
