What this amendment would do

SA 5723, submitted by Mr. Welch, aims to add a section to bill S. 2 regarding the use of funds from the One Big Beautiful Bill Act.

The purpose of this amendment is to transfer $2,000,000,000 from the unobligated balances of that Act to the Attorney General. These funds are intended to provide restitution to victims of offenses committed by people who received a pardon or had their sentence commuted by President Donald J. Trump.

The transfer is effective on the date the Act is enacted.
The funds will remain available until they are spent.
