What this amendment would do

SA 5713, submitted by Mr. Blumenthal, is an amendment to amendment SA 5453, which relates to bill S. 2.

The purpose of this amendment is to add a requirement that $1,000,000,000 be transferred to the Administrator of the Federal Emergency Management Agency.

This funding is intended to carry out section 2009 of the Homeland Security Act of 2002 (6 U.S.C. 609a) to provide better support for the following missions of Homeland Security Investigations:

National security
Counterterrorism
Public safety
